Creates a new "home bakery" category for businesses producing baked goods in residential kitchens with annual revenues not exceeding $50,000

Home bakeries may sell bread, cakes, pies, cookies, crackers, doughnuts, muffins, pastries, pizza crusts, and similar baked goods directly to consumers, at farmers' markets, public events, or to retail food stores

Exempts home bakeries from Maryland Department of Health licensing requirements if they comply with labeling, storage, and registration provisions that apply to cottage food businesses

Changes the definition of "cottage food product" from "nonhazardous" to "nonpotentially hazardous" food, while allowing home bakery products to include both nonpotentially hazardous and potentially hazardous foods
