Grants collective bargaining rights to graduate assistants at University System of Maryland institutions, Morgan State University, and St. Mary's College of Maryland

Defines "graduate assistant" as graduate students serving as teaching, administrative, or research assistants, fellows, or postdoctoral interns

Creates a separate bargaining unit specifically for graduate assistants at each covered institution

Removes graduate assistants from the list of student employees excluded from collective bargaining under current law

Takes effect July 1, 2026
