Power Plant Research Program must identify 5-10 sites suitable for rapid development of electricity generating facilities with cumulative capacity exceeding 3,000 megawatts by October 1, 2027, prioritizing sites with highest generation capacity

Covered facility types include nuclear, hydroelectric, fossil fuel, solar, wind, and geothermal generating facilities designed to supply electricity to the State's grid

Governor's Energy Subcabinet must assess the Program's recommendations and report findings to the Governor and General Assembly by December 1, 2027

Maryland Stadium Authority must complete feasibility studies for recommended sites by June 30, 2028, demonstrating how facilities will meet state electricity needs at reasonable prices while achieving emissions lower than the PJM regional average

Act takes effect July 1, 2026
