Maryland Energy Administration must conduct annual competitive, low-bid auctions beginning January 1, 2027 to award contracts for renewable energy generation projects (solar, offshore wind, geothermal) funded by alternative compliance fees

Compliance fees paid under § 7-705 of the Public Utilities Article will be redirected exclusively to fund these renewable energy auctions, replacing previous allocations for low-income community solar programs and residential energy relief refunds

Bidders must be renewable energy project developers who demonstrate financial integrity, post bonds, and agree to applicable taxes; contracts awarded to lowest-cost bids per megawatt until annual capacity targets are met

Administration must set delivery deadlines with milestones for awarded projects, may grant extensions for interconnection or permitting delays, and can recapture funds for fraud, overpayment, or failure to meet deadlines

Annual reports to the General Assembly required by July 1, 2027 and each year thereafter on megawatts procured, cost per megawatt, renewable energy credits created, and other relevant information
