Election directors must immediately remove registered voters from the statewide voter registration list upon receiving death reports from the Social Security Administration, Maryland Department of Health, or official vital statistics agencies of other U.S. states and territories

If an election director learns a voter removed as deceased is actually alive, they must either restore the voter to the registration list or refer the matter to the local board for a hearing

Local boards found noncompliant with deceased voter removal procedures must receive written findings from the State Board, develop a corrective action plan with deadlines, and be monitored until compliant

Local boards failing to substantially comply for more than 2 months face potential penalties including withholding of discretionary election administration funds, mandatory staff retraining, and referral to the Office of Legislative Audits
