Creates a temporary to-go event permit for Worcester County allowing Class B beer, wine, and liquor license holders located within or adjacent to designated special event areas to sell alcoholic beverages in approved to-go cups for $20 per day

Establishes a Class C per diem municipal to-go beer, wine, and liquor license that municipalities in Worcester County can obtain for $45 per day, valid for up to 7 consecutive days

Permits alcoholic beverages purchased from participating establishments to be carried outside the licensed premises into designated special event areas

Requires the Board of License Commissioners for Worcester County to adopt regulations covering special event area designation, hours of sale, age verification, approved cup requirements, public hearing procedures, and public safety/security requirements

Takes effect July 1, 2026
