Expands authorized uses of the Information Technology Investment Fund to include state-owned communication sites, communications facilities, and telecommunications equipment used in connection with IT agreements under § 3.5–307

Grants the Secretary of Information Technology discretion to allocate fund money toward these additional purposes, including program management for these activities

Maintains existing mandatory uses of the fund: supporting the State telecommunication and computer network and the Statewide Public Safety Interoperability Radio System (Maryland First)

Amends Section 3.5–309(l) of the State Finance and Procurement Article in the Annotated Code of Maryland

Takes effect July 1, 2026
