Creates a new manufacturer's limited beer, wine, and liquor permit in Baltimore County, available to holders of manufacturer's licenses with local on-site consumption permits under § 2–207 (Class 5 brewery license)

Permits licensed caterers or contracted parties to provide sealed beer, wine, and liquor not manufactured by the permit holder during private events at the manufacturer's premises

Prohibits the permit holder from being affiliated with the caterer or contracted party providing the alcohol

Requires permit holders to request approval from the Board of License Commissioners before each private event and keep public patrons separate from private event areas

Directs the Board to adopt regulations establishing event approval criteria and annual permit fees, with an effective date of July 1, 2026
