Requires the Department of the Environment to establish regulations and a model ordinance for local stormwater management programs to enforce stormwater regulations on agricultural land with the advice and consent of local soil conservation districts

Mandates updates to the Maryland Stormwater Design Manual (COMAR 26.17.02) to define agriculture and accessory uses on agricultural land, including on-farm processing and office space, as distinct from commercial development

Allows flexibility in enforcement of stormwater management regulations specifically on agricultural land

Effective date: October 1, 2026
