Lowers the age threshold for foster care tuition exemption eligibility from 13 years old to 8 years old for individuals who resided in out-of-home placement for at least 1 year before being placed into guardianship, adopted, or reunited with a parent

Maintains existing eligibility for individuals who were in out-of-home placement on their 18th birthday or at high school graduation/GED completion

Applies to tuition exemptions at Maryland public institutions of higher education for vocational certificates, associate's degrees, or bachelor's degrees

Effective date: July 1, 2026
