Extends the Workgroup on the Affordability of Private Passenger Automobile Insurance termination date from June 30, 2026 to June 30, 2027

Requires the workgroup to develop concrete legislative recommendations through recorded voting to reduce premiums, specifically addressing territorial rating and other rating factors that may contribute to disparate impacts

Adds two new workgroup members: representatives from nonprofit research or consumer advocacy organizations with expertise in automobile insurance rating practices and affordability

Changes the House of Delegates member appointment from the Economic Matters Committee to the Judiciary Committee

Mandates an updated report to the Governor and General Assembly by January 1, 2027, following the initial December 2025 report that identified affordability disparities in majority-minority and lower-income zip codes but reached no consensus on reforms
