Extends the project scope from its current terminus at Maryland Route 500 (Queens Chapel Road) east to U.S. Route 1 (Baltimore Avenue)

Addresses documented safety concerns including severe and fatal crashes and lack of continuous sidewalks, crossings, lighting, and traffic calming infrastructure in the expansion area
