Establishes the Maryland Workforce Launch Pilot Program within the Department of Commerce to provide free customized workforce training as an incentive to recruit out-of-state businesses in strategic industries to relocate to Maryland

Limits training delivery partnerships to no more than two community colleges in the state, with the Department covering direct costs of developing and delivering customized training programs

Requires participating businesses to meet performance metrics including number of full-time jobs created and salary levels for trained employees, with reimbursement of training costs required if metrics are not met

Mandates a report to the Governor and General Assembly by December 31, 2028 on program effectiveness, including revenue generated, jobs created, and recommendations for statewide expansion

Takes effect October 1, 2026 and automatically sunsets on September 30, 2029 (3-year pilot period)
