Expands the definition of "rental dwelling unit" under Maryland's lead risk reduction laws by removing the requirement that units be "independent" and adding units with "access to" living facilities (not just those with their own facilities)

Covers rental units used for permanent occupation that have living facilities with, or access to, provisions for living, sleeping, eating, cooking, and sanitation

Maintains existing exclusions for unfinished basements, hotels/motels, secured inaccessible areas, and units not offered for rent

Effective date: October 1, 2026
