Redefines and clarifies the scopes of practice for four categories of licensed social workers in Maryland: licensed bachelor social workers, licensed master social workers, licensed certified social workers, and licensed certified social worker–clinical

Licensed bachelor social workers may perform generalist functions including psychosocial assessment, case management, and supportive counseling, but cannot diagnose disorders, provide psychotherapy, or engage in independent practice without Board approval

Licensed master social workers may provide clinical services including psychotherapy and develop treatment plans only under supervision of a licensed certified social worker–clinical, and cannot practice clinical social work independently

Licensed certified social worker–clinical is the only license category authorized to independently practice clinical social work, diagnose and treat mental/emotional/behavioral/addictive disorders, and provide clinical supervision

Expands the definition of "practice social work" to include telehealth, evidence-informed practice, crisis intervention, and interdisciplinary collaboration; effective October 1, 2026
