Establishes a Part-Time State Employment Pilot Program in the Department of Budget and Management to increase availability of part-time positions with benefits in state government

Requires the Department to select five executive branch agencies with diverse position types to participate in the program

Participating agencies must evaluate full-time position vacancies to determine if they can be converted to two part-time positions with benefits; agencies must document reasons if no positions qualify for conversion

Supervisors may not have their supervisory duties increased by more than one additional individual as a result of position conversions

Program takes effect July 1, 2026 and automatically sunsets on June 30, 2029; semi-annual reports to the Governor and General Assembly required beginning December 1, 2026
