Authorizes the Maryland Stadium Authority to acquire, design, and construct the Carroll Park Soccer Stadium and Facility in Baltimore City for professional soccer and use as a soccer academy and school

Establishes a bond limit of $216,600,000 for financing the facility, with Board of Public Works approval required for bond issuance and financing plans

Creates the Carroll Park Soccer Stadium and Facility Fund as a continuing, nonlapsing special fund to pay debt service and facility-related expenses

Requires the Authority to secure a written operating agreement with United Partnership before issuing any bonds for the project

Funds debt service beginning in fiscal year 2028 through sports wagering proceeds distributed to the facility fund before allocations to the Blueprint for Maryland's Future Fund
