Establishes collective bargaining rights for employees of controlled-environment agricultural operations (greenhouses and enclosed structures with regulated temperature/environmental conditions), including rights to self-organize, form or join unions, and bargain collectively over wages, hours, and working conditions.

Requires the Secretary of Labor to adopt regulations for determining bargaining units, verifying interest forms, conducting elections (secret ballot, mail-in, or electronic), certifying exclusive representatives, and resolving bargaining impasses.

Prohibits employers from interfering with, intimidating, restraining, or coercing employees exercising their collective bargaining rights; authorizes the Secretary to investigate violations but prohibits monetary penalties.

Mandates employers provide paid rest breaks of at least 5 minutes per hour when the heat index inside a controlled-environment agricultural operation reaches and maintains at least 90 degrees Fahrenheit.

Takes effect October 1, 2026.
