Proposes a constitutional amendment to establish 8 congressional districts for Maryland, effective for elections after November 2026 until new districts are drawn following the 2030 census

Clarifies that existing constitutional requirements for legislative districts (adjoining territory, compact form, substantially equal population) apply only to State Senate and House of Delegates districts, not congressional districts

Authorizes the General Assembly to grant original jurisdiction to the Supreme Court of Maryland to review congressional redistricting

Repeals existing Election Law sections 8-702 through 8-709, which currently establish congressional district boundaries

Requires three-fifths approval in both legislative chambers and voter ratification at the November 2026 general election for the constitutional amendment to take effect
