Federally licensed firearms dealers who enter into voluntary "firearm hold agreements" with gun owners receive civil liability protection for personal injury or death occurring after returning the firearm at the agreement's termination

A firearm hold agreement is defined as a private arrangement where a dealer takes physical possession of a gun owner's lawfully possessed firearm(s), holds them for an agreed period, and returns them per the agreement terms

The liability immunity does not apply if the personal injury or death was caused by unlawful conduct on the part of the firearms dealer

The bill excludes firearm transfers made under § 6–234 of the Criminal Procedure Article (related to extreme risk protective orders)
