County boards of education must develop comprehensive parent and family engagement policies by the 2027-2028 school year, established in consultation with parents and revised annually to remove barriers to parental involvement

All public schools must develop Parent-School Compacts beginning in the 2028-2029 school year that define responsibilities of school staff, parents, and students in education

Schools must hold annual meetings to review compacts, update parents on academic programs and curriculum, inform parents of assessments used, and provide opportunities for parent feedback

Parents have the right to know educator qualifications and must receive timely notification if a teacher of 4+ weeks holds a conditional license or teaches outside their licensed subject area

County boards must annually certify compliance to the State Department of Education, while schools certify to their county boards; the Department must provide guidance and technical assistance for implementation
