Establishes the Maryland Advanced Manufacturing Grant Program within the Maryland Technology Development Corporation to support companies specializing in regenerative medicine and other advanced manufacturing

Creates a special, nonlapsing Maryland Advanced Manufacturing Grant Program Fund to finance the grants, funded through state budget appropriations, interest earnings, and other accepted sources

Limits grant proceeds to three eligible uses: acquisition/renovation/construction of manufacturing space, infrastructure improvements, and equipment necessary for regenerative medicine or advanced manufacturing

Requires the Corporation to work with the Maryland Stem Cell Research Commission to establish eligibility criteria, application procedures, evaluation criteria, and grant award processes

Exempts the new fund from the general requirement that interest earnings on special funds accrue to the State's General Fund; effective date July 1, 2026
