Expands eligibility for medical exemptions for enhanced window tinting (below 35% light transmittance) by allowing out-of-state physicians licensed to practice medicine to issue certifications, not just Maryland-licensed physicians.

Eliminates the 2-year time limit on medical exemption certifications; under current law, certifications are valid for up to 2 years unless the physician determines the condition is permanent.

Requires the written certification to be kept in the vehicle and follow the format required by the Automotive Safety Enforcement Division of the Department of State Police.

Takes effect October 1, 2026.
