Removes motorcyclists from the definition of "vulnerable individual" under Maryland's Transportation Article Section 21-901.3, which provides enhanced penalties when motor vehicle operators cause serious injury or death to vulnerable road users through traffic violations.

Vulnerable individuals who remain protected include pedestrians, highway workers, emergency responders, cyclists, individuals riding or leading animals, and operators of farm equipment, play vehicles, motor scooters, animal-drawn vehicles, EPAMDs, and wheelchairs.

Existing penalties for causing serious injury or death to a vulnerable individual remain unchanged: fines up to $2,000, mandatory court appearance, potential motor vehicle safety course, up to 150 hours of community service, and license suspension of 7 days to 6 months.
