Public Service Commission must study requiring electric companies to contract for at least 80% of their load-serving capacity over a 5-year period

Commission and Maryland Energy Administration must jointly study options for withdrawing from PJM Interconnection's capacity market model and developing a multistate compact using the fixed resource requirement alternative

Study must also evaluate withdrawing from PJM entirely and either establishing an independent regional transmission organization or joining an existing one in another region

Report on findings and recommendations due to the Governor and General Assembly by December 31, 2026
