Repeals the exemption that currently shields motor vehicle rental and leasing companies from liability for red light and speed camera citations

Removes the exemption for vehicles displaying special registration plates (Title 13, Subtitle 9, Part III) from traffic monitoring system citations

Expands the definition of "owner" to include lessees of vehicles under any lease term, eliminating the previous requirement that leases be 6 months or longer to establish liability

Applies to both traffic control signal monitoring systems (red light cameras) and speed monitoring systems (cameras capturing vehicles traveling 12+ mph over posted limits)

Takes effect October 1, 2026
