Establishes three new advisory councils under the Maryland Energy Administration to promote solar photovoltaic modules, energy storage systems, and zero-emission vehicles through research, marketing, and educational campaigns aligned with state clean energy goals

Creates three corresponding special, nonlapsing funds (Solar PV Module Energy Security and Affordability Fund, Energy Storage and Affordability Fund, and Zero-Emission Vehicle Energy Security and Affordability Fund) to support each council's activities

Imposes fees to fund the councils: $0.02 per watt on solar modules, $5 per kilowatt-hour on energy storage systems, and $200 per zero-emission vehicle sold in Maryland, with fees capped at 0.5% of wholesale value

Each council includes at least five industry representatives, two stakeholder organization representatives, and the Maryland Energy Administration Director as ex officio chair, with members serving staggered 5-year terms and receiving $100 per day compensation (maximum 36 days/year)

Effective date is October 1, 2026
