Establishes the Maryland Chamber of Commerce Grant Program in the Department of Social and Economic Mobility to provide grants to chambers of commerce for membership subsidies for underrepresented individuals and inter-chamber events

Membership grants cover 1 year of lowest-tier chamber membership at no cost to underrepresented individuals, with funds disbursed within 14 days after enrollment

Chambers must demonstrate programming, services, mentoring, or networking opportunities for new members and have funding for at least one full-time paid position to qualify for membership grants

Two or more chambers may jointly apply for inter-chamber event grants, which can cover venue expenses, event promotion, staff support, and related costs

Requires $100,000 annual appropriation in the Governor's budget for the program, effective October 1, 2026
