Establishes a related event promoter's permit in Baltimore City specifically for events associated with the Kappa Alpha Psi Fraternity 2027 Conclave and 88th grand chapter meeting

Requires promoters to apply at least 30 days before events expecting 75+ attendees, obtain written consent from Visit Baltimore, and secure special event permits from Baltimore City Department of Transportation when applicable

Sets permit fees at $50 for application, $500 for venues under 300 capacity, and $1,500 for venues with 300+ capacity

Imposes fines of $1,000 to $3,000 and/or license suspension for operating related events without the required permit or for State caterers participating without obtaining a Class C per diem license

Takes effect July 1, 2026 and automatically expires December 31, 2027
