Allows members of the State Police Retirement System participating in the Deferred Retirement Option Program (DROP) to apply for special disability retirement if they become totally and permanently incapacitated due to a duty-related injury while in DROP

Creates a retroactive provision for former DROP participants who enrolled on or after July 1, 2020, experienced a work-related accident before enrolling, and ceased DROP participation before July 1, 2026

Eligible individuals under the retroactive provision must submit applications by December 31, 2026

Approved retirees receive special disability benefits going forward plus the difference between what they would have received under special disability retirement and what they actually received

Takes effect July 1, 2026 and automatically expires December 31, 2026
