Withdraws and repeals Chapters 848 and 849 of the Acts of the General Assembly of 2025, which contained a previous proposed constitutional amendment on Commission on Judicial Disabilities temporary appointments

Allows the Commission chair to recall a former member to serve as a temporary substitute when a member is recused, disqualified, or their term expires without a replacement

Authorizes the Commission chair to request that the Governor appoint a temporary substitute member or extend a current member's term until a replacement is appointed

Requires temporary substitute members to meet the same qualifications as the member they replace, not have been rejected by the Senate for Commission appointment, and (if a judge or attorney) be in good standing with the Maryland Bar

Submits the proposed constitutional amendment to Maryland voters at the November 2026 general election for adoption or rejection
