Department of the Environment must develop and implement a mobile home park water quality testing program by January 1, 2027, with testing completed at 25% of parks by 2028, 50% by 2029, 75% by 2030, and 100% by 2031

Testing prioritizes parks in census blocks where at least 40% of residents identify as racial or ethnic minorities, areas with known geological contaminants, parks with resident complaints, and parks using private or community water supplies

Park owners must notify residents within 5 days of receiving water quality violation notices, post results in English, Spanish, and other requested languages for at least 120 days, and submit a remediation plan within 120 days

Department must develop a statewide action plan by January 1, 2028 to address water quality in mobile home parks, including infrastructure assessment and identification of funding sources for remediation

Park owners who fail to comply face administrative penalties up to $10,000 per violation plus $5,000 for each successive month; evicting or threatening to evict residents based on actions under this law is prohibited
