Establishes the Reentry Readiness Program within the Department of Public Safety and Correctional Services to assist incarcerated individuals expected to be released within 90 days

Requires joint administration by the Motor Vehicle Administration, Division of Vital Records (Maryland Department of Health), and Department of Labor

Program staff must help returning citizens enroll in vocational training, workforce training, and job placement programs at least 90 days before release

At least 60 days before release, staff must provide and assist with completing forms for photo identification cards or driver's licenses

Program staff must verify at least 30 days before release that the returning citizen has received all required assistance; effective October 1, 2026
