Requires the State Board of Elections' online absentee ballot application to display a modal box with detailed instructions for obtaining, completing, returning, and processing Internet-delivered ballots, plus a dialog box requiring voters to affirmatively confirm they understand the requirements

Prohibits voters on permanent absentee ballot status from receiving Internet-delivered ballots for more than one election cycle, requiring them to switch to mail, fax, or in-person pickup for subsequent elections

Exempts absent uniformed services voters, overseas voters under UOCAVA, and voters using the online ballot marking tool from the one-election-cycle Internet delivery restriction

Requires the State Board to notify permanent absentee voters who previously received Internet-delivered ballots that they must choose a different delivery method for the next election cycle

Takes effect January 1, 2027
