Establishes the Waldorf Urban Redevelopment Corridor Authority as a state instrumentality in Charles County, covering State Legislative Districts 27A and 28 plus a 250-yard buffer zone

Charles County Commissioners appoint Board members to 4-year staggered terms; the Authority must be self-sustaining beginning fiscal year 2036

Grants the Authority broad powers including acquiring property (via purchase, eminent domain excluding owner-occupied homes, tax sale, foreclosure), making loans and grants, creating special district benefits for commercial businesses, and setting salaries outside the State Personnel System

Exempts the Authority from taxation on projects and revenues, state/local transfer and recordation taxes, and sales tax on construction materials; properties sold or leased to private entities become subject to property taxes

Requires a comprehensive neighborhood revitalization strategy report to the Governor and legislative committees by December 15, 2027; effective date October 1, 2026
