Authorizes the Maryland Transportation Authority to waive any portion of video toll debts or civil penalties on delinquent accounts without first recalling the debt from the Central Collection Unit

Requires the Authority to notify the Central Collection Unit of any revised debt amount when a waiver is granted

Mandates the Central Collection Unit to reduce its collection fee (under § 3–304(A) of the State Finance and Procurement Article) based on the revised debt amount
