Creates a new Class L beer, wine, and liquor license that local licensing boards may issue to holders of a manufacturer's license

Allows license holders to sell beer, wine, and liquor for on-premises consumption if produced by themselves or another manufacturer's license holder

Permits license holders to provide free samples of authorized beer, wine, or liquor for on-premises consumption

Hours of sale match those of the underlying manufacturer's license, with an annual license fee of $250

Takes effect July 1, 2026
