Creates a Class 1 distillery on-premises consumption permit specific to Carroll County, Maryland, to be issued by the Board of License Commissioners to holders of Class 1 distillery licenses

Permit holders may sell food, nonalcoholic beverages, and alcoholic beverages (including brandy, rum, whiskey, and neutral spirits distilled at the facility) for on- and off-premises consumption

Food and nonalcoholic beverage sales require approval from the Carroll County Health Department

Permit applications must include a diagram showing the proposed consumption area clearly separated from manufacturing and processing facilities
