Establishes the Maryland Reentry and Reintegration Support Program as a joint initiative of the Department of Human Services, Department of Public Safety and Correctional Services, and Maryland Department of Health

Creates a voluntary prerelease application process for individuals within 90 days of release from state correctional facilities to apply for SNAP, Temporary Cash Assistance, and Maryland Medical Assistance

Requires the Department of Public Safety and Correctional Services to assist participating individuals in obtaining required documents at no cost, including birth certificates, Social Security cards, and proof of income/assets

Mandates the three departments enter into a memorandum of understanding by April 1, 2027 establishing secure data sharing to ensure benefits are active immediately upon release

Takes effect October 1, 2026
