Requires the Department of Natural Resources to establish Gwynns Falls State Park as a partnership park with Baltimore City, with no entrance fee charged to visitors

Increases the Park System Capital Improvements and Acquisition Fund cap from $70 million to $74 million, with $4 million designated in FY 2028 for renovating the Trail Headquarters Office in Gwynns Falls/Leakin Park as a joint visitor center

Mandates the Governor include $2,880,354 in the FY 2028 budget for park establishment and operation costs, plus $280,000 for an independent consultant to develop a comprehensive master plan

Establishes a stakeholder advisory committee including Friends of Gwynns Falls/Leakin Park and at least six representatives from local park, environmental, historic preservation, and neighborhood organizations to meet quarterly and advise on park management

Takes effect June 1, 2026, with the park boundaries to be defined based on Baltimore City's Gwynns Falls State Park Report and the comprehensive master plan
