Authorizes the Baltimore City Board of License Commissioners to issue two new Class B beer, wine, and liquor licenses for restaurants in the 40th alcoholic beverages district: one on the odd side of the 1000 block of West Baltimore Street, and one on the even side of the 800 block of North Charles Street

Applicants for the West Baltimore Street location must execute a memorandum of understanding with the Hollins Roundhouse Association and cannot transfer the license to a different location or another person

Applicants for the North Charles Street location must execute a memorandum of understanding with the Mount Vernon – Belvedere Association

The Board may waive minimum seating requirements for both new license locations
