The limitations period begins when local authorities knew or reasonably should have known of the violation, rather than when the violation occurred

Applies to enforcement actions seeking equitable relief, fines, or penalties under local consumer protection codes

Adds new subsection 5-106(kk) to the Courts and Judicial Proceedings Article of Maryland law

Takes effect October 1, 2026
