County boards of education and the Baltimore City Board of School Commissioners must post meeting agendas, minutes, and live video streaming of open sessions on their websites, with agendas available at least 48 hours in advance

Live video streaming is required for meetings held at board headquarters or any location where at least 5 meetings were held during the preceding calendar year

Archived video recordings of open meetings must be maintained on board websites for a minimum of 5 years after the meeting date

Boards may edit archived recordings only to remove pornographic/obscene content or instances where student privacy is violated, but must notify the Open Meetings Law Compliance Board when edits are made

Boards may use third-party providers to view and store recorded video footage; effective date is July 1, 2026
