Large load customers (commercial/industrial users with at least 25 megawatts monthly demand and over 80% load factor) must register with the Public Service Commission before connecting to the electric grid, with the registration process to be established by January 1, 2027

Registration requires disclosure of competing interconnection requests in Maryland or the PJM region, energy generation plans, on-site backup facility details, and water usage information including permit status

Data centers meeting registration requirements and participating in the Demand Response Program qualify for sales and use tax exemptions if they provide sufficient behind-the-meter generation or agree to purchase 100% renewable energy from the PJM service territory

The Commission must establish a Demand Response Program offering large load customers either 6 nonconsecutive 4-hour periods or 10 nonconsecutive 10-hour periods of load management per year, with 24-hour advance notice and 30-minute final notice before each period

PJM curtailment orders and financial obligations for new energy capacity must be passed through exclusively to large load customers, not other ratepayers, and customers must provide financial security to hold residential customers harmless from capacity procurement costs
