County boards of education are prohibited from reappointing a county superintendent unless a financial management audit of the local school system is completed during the superintendent's term

The Office of Legislative Audits must complete the audit; if not completed by October 1 of the superintendent's third year, the county board must hire an independent certified public accountant to complete it by October 1 of the final year

Audit findings must be presented at a public county board meeting at least 30 days before final action on reappointment

The county board must submit the audit report to the State Superintendent and release it to the public

Baltimore City is exempt from these requirements; the bill is designated as an emergency measure taking effect immediately upon enactment
