Amends Joint Rule 208 to eliminate the general option for legislators to request bills or resolves in "concept form" (containing only an enacting clause and summary rather than full draft language)

Removes provisions that allowed concept drafts to be printed, referred to committee, and reported out in fully drafted form

Retains concept draft requirements only for biennial/supplemental state budget bills and proposals to adopt uniform or model acts, which must include internet addresses linking to full text

Maintains existing requirements that legislators have 5 business days to provide adequate information after receiving notice of an incomplete bill request, or the request will be denied
