Imposes a $10,000 per-lot transfer fee on purchasers of manufactured housing communities and mobile home parks, payable to the county registry of deeds at the time of deed recordation

Exempts from the fee: Maine State Housing Authority, municipal housing authorities, cooperatives owned by manufactured home residents, and entities with net worth under $50,000,000

Distributes collected fees with 95% going to the State Treasurer and 5% retained by county registries of deeds for administrative costs

Establishes the Manufactured Housing Community and Mobile Home Park Preservation and Assistance Fund as a nonlapsing fund within the Maine State Housing Authority to maintain housing affordability and support resident ownership

Directs the Department of Professional and Financial Regulation to adopt rules for determining net worth of entities claiming exemptions
