Department of Economic and Community Development must convene a working group to study challenges in recruiting, retaining, and developing municipal government management employees across Maine

Commissioner must appoint at least 7 members with municipal government management experience within 30 days of the resolve taking effect; members serve without compensation

Working group must consider workforce skills development, methods to attract diverse workers, educational training for municipal careers, and incentives to support people in municipal government positions

Report with recommendations and any proposed legislation due to the Joint Standing Committee on State and Local Government by December 3, 2025

Designated as emergency legislation, taking effect immediately upon approval to allow completion before the next legislative session
