Creates new crime of negligent firearm storage when a minor (under 18) or prohibited person gains access to an unsecured firearm and uses it to commit a crime or display it threateningly (Class D crime) or causes death or serious bodily injury (Class C crime)

Repeals existing law that only applied to loaded firearms accessed by children under 16 without parental permission, expanding coverage to all minors and prohibited persons

Requires licensed firearms dealers to post 8.5" x 11" warning notices at all sales locations stating that home firearm access increases risks of suicide, domestic violence deaths, and unintentional child deaths

Provides affirmative defenses including: firearm stored in locked container or with trigger lock, firearm within close proximity to owner, access resulted from illegal entry, or access was for lawful self-defense

Failure to post required dealer warnings carries civil forfeiture of up to $200
