Requires diaper changing stations in public restrooms of newly constructed or remodeled state-owned buildings, with stations that must be physically safe, sanitary, and accessible to individuals with disabilities

Mandates gender-equitable access by January 1, 2029: if a diaper changing station exists only in a gender-restricted restroom, another station must be installed in a restroom available to other genders, or a family/gender-neutral restroom with a station must be provided

Exempts restrooms where installation would be cost-prohibitive, inconsistent with historic preservation rules, or violate the Maine Uniform Building and Energy Code, provided signage directs users to an accessible alternative

Appropriates $30,000 in one-time General Fund capital expenditures ($15,000 in FY2025-26 and $15,000 in FY2026-27) for installation
